The PML-N and PPP maintain the option of early assembly dissolution

ISLAMABAD: Federal Law Minister Azam Nazeer Tarar explicitly announced on Tuesday that the National legislature's term would not be extended, but he left the possibility of an early dissolution of the legislature open, claiming that nobody is aware of "Ghayb" (the unseen or anything that is hidden).

As soon as Syed Naveed Qamar, the federal commerce minister for the Pakistan Peoples Party (PPP), revealed that the PPP had proposed to the federal government that the national and two remaining provincial assemblies be dissolved on August 8, the option of keeping the assembly's early dissolution open was quickly backed.

Following their attendance at a meeting of the Parliamentary Committee on Electoral Reforms on Tuesday at Parliament House, both ministers gave interviews to the media shortly afterward. The closed-door conference was meant to discuss potential electoral reforms, including draft legislation, if necessary, to ensure free, fair, and transparent elections.

After the meeting, the law minister spoke with the media and stated that the assembly's term will not be extended. He also stated that the assembly had reached the end of its term and that "no one has Ilm-e-Ghayb; it depends on the given situation."

The Election Act of 2017 contained a number of abnormalities, according to Tarar, and the goal of the closed-door conference was to ensure that the elections were not only held free, fair, and impartially, but also that they were perceived to have taken place.

Tarar stated, "This is the consensus of all the political parties," and added that the Election Commission of Pakistan (ECP), the ministry of legislative affairs, and the law and justice department, which he oversees, all provided input.

In response to a query on whether the committee had contact with the Pakistan Tehreek-e-Insaf (PTI), Tarar stated that Senator Ali Zafar of the PTI is a notifiable member of the electoral reforms committee and that he was called to the meeting on Tuesday but did not show up.

The law minister stated that since correcting the irregularities was a national service, he would personally ask Zafar to attend the following committee meeting. He added that the senate committee has already heard from organizations outside the House including PILDAT and FAFEN as well as parties outside the parliament, primarily PTI.

The final recommendations will be offered to everyone, he added, adding that the committee was evaluating and fine-tuning the same items.

The ruling coalition has already given consideration to the PPP's proposal to dissolve the National Assembly and the two provincial assemblies, Sindh and Balochistan, on August 8. This would give the coalition three months rather than two to conduct an election campaign.

If any assembly is dissolved before the end of its term, elections must be held within 90 days in accordance with Article 224 of the Constitution (Time of election and by-election). If the assembly is dissolved at the end of its term, the ECP must hold elections within 60 days.

Qamar stated that the PML-N, the ruling party, would make the final choice notwithstanding the PPP's proposal for an early dissolution date. The trade minister stated the PPP wants electoral reforms before the elections because they are essential for addressing issues like the RTS system before elections.

According to Qamar, political parties must come to an agreement on election reforms because PPP opposes further extending the current system and believes that the caretaker system shouldn't last above the constitutional limit in any case.

He added that PPP would remain by its fundamental stance in favor of extending the term of the existing assembly.

A senior PPP leader recently told The Express Tribune—while seeking anonymity—that the dissolution of assemblies was likely to occur a week or two before its term ends because the issue had just been brought up by the ruling parties, who wanted more time for the election campaign.
